This article is designed to explore some of the by-ways or wrinkles which form part of the rich tapestry we call 'Westminster politics 'or 'Whitehall government'. This is done in the context of the Government's desire to deregulate shopping hours and the example of Sunday trading and the co-operative movement's influence with regard to policies and decision-making.
